Has this really become that big a problem?

I'm sure hanging off the side of the subway has crossed all of
our minds at one point or another, but do we really need PSAs politely
telling us not to actually do it?  Furthermore, wouldn't these ads be better
suited on the platform, rather than inside the train?  I don't get it.
